A Yaesu VX-8R Triple-Band Heavy-Duty Submersible Transceiver with AC Adapter and Li-Ion Battery Pack is available for your consideration. The unit serves as a transceiver on 50, 144, 174, 430 and 430 MHz bands. I was able to listen to the commercial FM broadcast band and work the scan functions.
